WHAT IS AN EME (EXEMPTED MICRO ENTERPRISE)?
As a general rule, businesses with an annual turnover lower than R10 million qualifies as Exempted Micro Enterprises (EME). This means that a small business does not have to conduct a full BEE verification in order to achieve a BEE level. An EME is only required to produce a sworn affidavit, completed by the owners or directors, in order to confirm:
- Personal / Company Detail
- Annual total revenue / sales
- Level of black ownership.

In support to a BEE EME Affidavit, small business owners may present a Tender Qualification Statement (TQS) confirming legitimacy of the business in terms of CIPC requirements, bank details, compliance to fundamental government regulations, black ownership and turnover. This TQS is issued in terms of ISRS 4400.
The TQS does not refer to, neither replaces, neither support, a BEE EME Affidavit. A TQS supports the basic business principles on the legitimacy of the business for tendering purposes. A BEE EME Affidavit is only but one document as part of the TQS pack.
